Basically any time when the in-game cursor is present, any mouse movement would make the game stutter non-stop until I stopped moving the mouse. For MP: the issue was most noticeable when I had the menu up where I need to select the faction, class, and equipment I want to use. In the case of SP, this issue was most noticeable on the World Map, in the inventory screen, in the party screen, in the main menu, etc. Just to clarify, the issue I was personally having before this fix was that whenever I moved my mouse when the in-game cursor was present, my FPS would drop below 10 and the whole game would stutter and become a slideshow. This is a super easy solution that solved my problem with the flickering cursor that also makes the game drop down to 10 FPS whenever I move the mouse in-game.

I let my PC sit for a bit, and Windows Updates automatically updated my nvidia driver to a 432.00 version which seems to be a special driver that Windows deems to be stable.

I fixed it just now by going to the device manager and uninstalling my NVIDIA GeForce GTX 1070 display adapter alongside the driver software (this is a box you need to tick when uninstalling your display adapter). I started having this issue too some time mid or late December after updating to the new nvidia driver. Cursor blinking and performance drawdown. But after 40 minutes everything returns to where it started.

This isn't nearly as involved as it seems, just basically needs a restart and an install and this game is most worth the effort to fix it.
